They came from blue crest.
They dissapear after load but posted the save file in case you guys can dig something out of it. @brisk mantle (update on this if you wait and watch the small bridge that leads from blue crest to peak point you can see groups of civies running for simonds loop which is where the command tent where they gather is)

Same thing in new gamecivies are running out of blue crest to the peak point are even tho they are evacuating to point hill (peak point is evacing to blue crest)
