A Security/Peacekeeping unit:
Lightly armed troops that specialize in Non-lethal crowd control methods and deescalation. For when civ management is finished.
In the event of a riot they can be equipped with shields, tear gas grenade launchers, flash-bangs, batons, rubber bullets and live ammo for emergencies. Their non-lethal weapons will cause civs to flee into buildings rather than killing them.
They are not soldiers, they can defend themselves with lethal force but will take high casualties if forced into a gun fight. They are for policing CERC territories, not frontline combat.
