I bought the Supply Crate Deal in Risk for $13.99 through steam and it went through, I got a recipe and everything from steam saying I bought it, but I've reopened steam and Risk multiple times and haven't gotten the currency?

You'll need to open a support ticket for any purchase issues
Only suggestion in meantime would be "Restore Purchases button in Settings, RISK Account asks Steam to apply any Pending, unsent purchases"
