If you are worried about the game ending you could’ve always fortified off cap
That’s not stalling there cuz he won’t know how big your cap is so he’s choosing to play safe
theres also a whole third person, who probably also has a 5k cap. without context they are 100% correct to play it slowly
For context, this is exponential cards. They know the size of both of our caps and has card blocked yellow for 10 minutes, so yellow probably only has a cap at most 1k, orange is on his original cap and I beat everyone else on the outside (which in the process card blocked my self), he could've ended the game in way quicker, at the end he killed yellow since yellow begins stalling when passing his turn. And orange proceeds to attack one territory at a time to kill the game with 100k in troops.

It’s not stalling to play it safe he hits one territory at a time to ensure he doesn’t run out of cards
Like I said you can’t call it stalling if you’re unwilling to step off cap
You aren’t forced to step off but he isn’t forced to rush it
rule of thumb is that it takes 2x troops to hit a cap. if you and yellow has 5.5k each, then they barely have enough to actually roll caps and win from this point.
but they may also not know exactly whats on the caps. being a less skilled player at keeping track of troop counts doesnt mean you are stalling when you dont rush to win a game
I did at the end and he still played the cat and mouse game, he can easily win this at multiple points cuz we traded middle caps for a long time and he knows my cap size. He has many save cards to kill yellow to beat me in the 1v1 and I would've stepped off willingly.
Yellow probably only has 1k -- has been blocked for around 10 minutes.
I don't exactly remember the game since it's close to a week ago, but he definitely has a exponentially quicker win
You never know, maybe yellow had 8k cards so it wasn't even close to being safe to roll, you cant say it's stalling, like as the others said, they are playing it safe, I would be doing the same thing in their shoes
