when it gets to the 3 player endgame, troop count isnt nearly as important as diplomacy. you win the endgame by spending the entire start of the game building up a relationship with someone who you know you can work with/know wont screw up the card block at the end
if you didnt build the relationship, theres always a possibility that you are the odd one out who gets blocked and its unwinable
