how is purple getting 23 troops?

only bonus is africa and thats it

3 caps = 6 , africa is 6 is 12, 3 passive 15, 8 bonus for territory??

I count 34 territories I assume so +11 + 6 caps + Africa 21. I could easily be off by 4 territories
