that is an acutal area in south dakota that is called ¨great lakes´ not related to the great lakes that border minnesota.

^ there is a “Great Lakes” region in South Dakota
It’s weird that they didn’t just use east and west South Dakota. Almost all territories on this map are either named as the states, east/west/north/south X, or central X. There are some random territories with more specific names
The US Advanced map pack also uses a different naming scheme. Each territory is roughly one of the largest cities in that region
