I get it, but it's not really healthy to get stuck there.
From my experience, the best response to potential cheaters is to report them and move on with your day. They can only steal from you as much as some of your time. Don't let them take even more.

No. There are ways in which you can naturally move faster, such as disabling unnecessary animations in your settings that would slow you down, playing on PC over a mobile device and timing your attacks perfectly.
You're only required to leave 3 troops on an attacked territory if you were attacking with at least 3 dice. A common technique is to use the slider to attack with less than 3 troops or to slow roll.

click on the target trajectory, press enter twice (once to attack, second to confirm moving all troops), repeat
If you want to leave fewer troops, you can attack with just 2 or even just 1 die
