I'm assuming you play ffa so for that there are no "leagues" as such but there are tourneys you can join. You can just go here https://friendsofrisk.com/calendar/ and see what tourneys interest you and follow the steps to sign up to them. There are 2 1v1 leagues that I know of, the casual league and the 1v1 server. There are also 1v1 tourneys as well, also listed on the website I linked earlier
