Is there any action the community might be able to take to help address the stalling issue? I hate leaving games before they end, just in principle. But I am currently stuck I a game where the only other player, risk name pennywise, is refusing to take the last territory (and cap) and has been for about 20 turns so far. I stepped off caps once it became obvious they had me, and am now just having my time wasted.
Since the devs have no interest in helping, is there anything we can do? I can't see anything, but maybe you'll can

There is a really simple solution,
- Report for stalling
- Click the white flag and leave the game

I asked for help with this through a ticket but they wouldn’t accept anything could be done.
One solution would be to have a feature where if enough players report for stalling, or any other cheating, a message comes up warning the player to stop or they’ll get kicked out. The current reporting system is abominable.

i may be wrong to understand ur situation, but if u are alone 1v1 with the stalling player and u are clear that he is gonna win, u wont get less ranked points for surrendering the game and getting out than for staying till he kills u
the problem would be if there were more players in the same situation and u wanna try and get second instead of third or whatever
would be nice to see ranks if you flag, that's the only downside over getting defeated

As much as I hate stalling I want them to punish Notting out even more, you should be suspended for a while when you do it, bots hate me using just an in game phrase, they literally screw me every time

You may just not know how bots play
Play smart and learn how bots play and the bots will hit you much much less.
I would reccomond playing the expert bots in whatever setting you play.
(Or the difficulty you play)
I have played a good amount of bots to see how they play. Just some basic tips.
- If a bot is going for bonus either you take them out from their completely or run away.
- Bots commonly stack on you if your blocking them
- Bots make moves that are bad like rolling a 50 vs 70. Expect this and don't have stacks nearby.
- Bots are highly aggressive, all these tips really are just looking for one skill ➡️ can you figure what the bot wants/is trying to do and can you make a good move to deal with it. If you can do this bots are easy to deal with. Learn this skill and go from gm to gm (since gm is easy and I assume you to have it, I am warning you now, these skis aren't to usefull in tournaments, only in "ranked" games). Many gms don't know this skill so this will be an advantage that you own and can take advantage of. Would you/anyone like me to make a forum of me explaining my bot tips?
bots will avoid rolls with bad odds. they'll only roll something crazy if they don't have a card otherwise. you can block bots if you have enough troops.
if a bot stack gets too big but you want to keep blocking it, opening it from the back is an option. the bot is likely to attack from the big stack, splitting it.
GMs in FFA will have plenty of bot experience. you don't become a GM without seeing many players bot out
They can rolls stuff with 15% odds. Also many players will leave stacks like 30 against bot stacks that are 30
That is asking to be slammed
Finally you can block a bot but that is way to risky. Bots will keep on stacking on your border over and over again.
When those troops could be used somewhere else.
I have seen gm's who play terribly against bots. You may have experience but if you don't take advanatge of it you still can make mistakes against bots.
Also who says they aren't playing 3-player settings or uncommon bot out settings.
Or they play a lot with nuetral bots.
They may rarely play games when botd can move and when they do they lose.
Also many players can reach gm without a positive ratio. Ex. 300 wins to 600 loses. I wouldn't count that as gm.
It is very possible a gm may not have experience
To summarize
- play uncommon bot out settings
- play nuetral bots
- many gm's may not even be great at the game
- not be able to take advanatge of their experience
Punish the staller… Come back for the win
Some people are so clueless that they compare chess to Risk just to justify stalling. They argue, "In chess, opponents resign respectfully," as if that has any relevance. That’s like comparing football to basketball—completely different games with different strategies and etiquette.
What I do is waste the time so it ends up wasting their time and in about 3 rounds they kill you finally
But they can report you for stalling then, right?
But why would they do that if they're doing the same thing?

I wouldn't recommend fighting fire with fire.
Based on my experience I can say that you wouldn't be any better than the other person.
Which might not necessarily be what you want, but then the same rules would apply to you as well. In this case, you could be reported for stalling just as much as your opponent.
