Because it's true random. Sometimes you fail a 99% roll
If you want consistent rolls play bb. I don't understand why people play tr and complain when they get tr dice

i play tr for this exact reason

I won anyway tho, blue at the end had so many troops but none were on cap, and i saw a path for a cap run and got good dice

i got to expert tho, but thats js cuz im a chess player so i have good map awareness
most of my wins were cuz the other guy had a weakpoint in his defense

If you want to rank up quicker I would suggest balanced blitz. Knowing your 100% rolls and playing your advantage
