We don't know for sure if they're stalling. The one is vs a starting bot, you can stall as much as you want against them.

The other screenshot could have been just before ending the game but my guess is this took them several turns to set up instead of just ending the game earlier when they could have.

Well we certainly don't know if green had a 40 cap that they just slammed into one of the stacks

Well we do know what the gen of the entire board is so it's impossible for this to have been more than a one turn stall

We can tell for sure that green is a human player and that green has just spent all his troops.
