My first impression of this was that those are very large bonuses for a small-medium map. On further inspection, I find that a lot of them work though. The +5s and +6 I find a bit dubious, but they are centrally-located so I could see it balancing itself out.

My second impression was that I don't see where the sea lanes would be for the San Juan Islands. I think the overall style of the map works, but knowing what territories they connect to would be useful. Good map though - I can't name another map that is quite like it, and thats a good thing!
