New players especially don't even realise the difference between capitals and normal territories unfortunately - so they quite possibly just thought it'd be fine because it is for attacks on other territories

Maybe they were not very good collaborators. maybe start with North America, easy, hit the biggest threats (me?) 1st

It's also really risky with alliances enabled for fog, it adds more chat options in-game & if player A sees player B is much stronger they'll likely just follow directions (like "attack yellow")
