yeah, its annoying. But also, yeah, fixed capitals is asking for it unless the map is super snowbally
What do you mean by snowbally?
The image is of a snowball that rolls down a hill and grows and gets bigger and bigger and bigger.
Snowball is when you can take ever more bonuses. So, in Europe Advanced for example there is a blizzard in East Africa and Sardinia. You take Spain +4, West Africa +6, then France another +4. And you keep expanding. You get the most troops and can claim ever more territory. Nobody can compete with you.
The opposite would be Classic map. You can't snowball on small/medium maps.
Even if you get Europe, that's never enough to roll a cap in Indonesia that hold Australia the whole time because you're not outgenerating Australia enough.
This explanation is a little botched but I think understandable?
