So I initially thought it was my previous mouse, but having purchased a new one (Logitech M702), I have found that my scroll wheel in-game is able to be utilised to zoom into or out on the map but is not able to be utilised wheen fortifying troops or when leaving troops remaining in territories as I've seen others seemingly able to do. I have seached for settings in-game or looked online for answers without success. I completely appreciate it's user error, but any assistance would be greatly appreciated.
