Just curious...why are you creating a new account?
Personally I think its probably possible but SMG shouldn't do it. There's absolutely no benefit to having a new account (that I can think of) and allowing players to transfer over their purchases from one account to another would further encourage smurfing or avoiding bans
Because I dislike my record that I've got on it
I want to start a new account fresh, as a much more experienced player that didnt bot out of 50% of the games I started to lose yet were still winnable
i dont see whats wrong with "smurfing" as long as im not joining novice to beginner games or whatever. Those are extremely rare anyways. My main account is expert, so I'll likely get back to that rank in 4-5 wins
How would I get my ticket through though? its been 2 weeks so I dont think its gone through
Sometimes its more about the precedent than anything else. You might not be a real problem but if they allow one player to do it then they have to allow others and a small problem can become a major one if its multiplied. Base Expert is 11,000 RP so it would probably take you at least 15-20 games to get there. Probably more just based on the average skill level of an expert. So for roughly 20 games every game you are hurting all of your opponents by placing as a Novice/beginner instead of an Expert. So even on this small scale you have intentionally reduced the rank points of 100 other players.
I'm just a player like you so I can't say for sure the policy on it but I have seen Luci say they want to discourage multiple accounts and that having all of your purchases on one of them is a factor that helps with that.
Sometimes tickets just take a while. They answer more important tickets first and less important tickets last. I've only input one ticket before (to get verified) and it took around a month for them to respond to it. Once they initially responded the replies were within an hour or two though. I would say you wanting stuff on a new account is a relatively unimportant ticket so it might be another week or two depending on how busy they are

Meta settings almost always have at least one expert or master in the game. So winning one would get me straight to beginner and from there I’ll play beginner to GM, then intermediate to GM etc
A win in a normal game is worth somewhere around 1100 points. So it will take a minimum of 10 straight games of 6 players to get to Expert. And that’s if you win every game. And if you could win every game I would question why you’re ranked as an expert.
Also I think you’re misunderstanding the problem with smurfing. Smurfing affects higher ranked players more than it does lower ones. Lower ranked players are probably going to lose regardless so you costing them a few extra points isn’t that big of a deal since they probably don’t care about rank to begin with. Higher ranked players however probably care more about their rank points and would otherwise probably win. So by you setting the minimum rank at your decreased rank (ensuring you can take the maximum amount of rank points from the other players) you are maximizing the effect of smurfing. If you really wanted to decrease the effect you would set the MAX rank allowed in the lobby as your current lowered rank

If its a Yes then how is it simple? Now you need to get private account information in order to complete the transfer

It really depends on context.
If someone has multiple purchases across multiple accounts then generally that's ok - but if it's specifically transferring stuff just because creating an account elsewhere granted access to "premium starter bundle" and it's someone that's been playing for a while already, then it's a bit of a waste of our time to transfer just to save a dollar or two (net loss for us to process, and they're technically not supposed to have access to new player only purchase item anyway)
Additionally, if someone has fair play violations it's less likely that we'd transfer anything (as we'd need to look at whether or not we'd need to apply suspension(s) to the account it's being moved to)
If someone's account is in good standing, and they have two or three or 5 accounts (e.g. over many years they may have unintentionally been playing on different accounts) there's not any reason for us to not transfer everything to one account. We don't want our players to pay for the same item(s) again and again when they're playing on just one account.
Things like free claimed gems aren't transferable, neither are game stats or BP levels, basically just the gem purchases themselves can be refunded on account being discontinued, and gems are transferred to the preferred account, along with any limited time claim items (Arkeanos map, cat dice, etc)
In my case I’ve been playing on many accounts for a few months, but I have a fair play violation. The violation isn’t active though, so does it still count?
If not, would that mean I’ll have to buy the purchases all over again? That would be a shame
I still have the question if it is possible to extend/duplicate (not transfer) premium to a second account.

From Luci's answer it seems unlikely as you said. there's not any reason for us to not transfer everything to one account. We don't want our players to pay for the same item(s) again and again when they're playing on just one account makes it sound to me like they will consolidate purchases to one account but I doubt they would also give you what you bought on more accounts. Again they want to encourage play on ONE account, not multiple. But there might be some remote case where they are ok with it.
(You can make DLC purchases on Steam, including premium, and that will be available on any account you login to through steam. It also bugs out a bit and if you log into your main account with premium and then log into your 2nd account, the unlimited coins aspect of premium will be there).

I will re-try that then, but when I tried my phone acct it was obv not premium on PC.

I don't think you can have account's "linked" to steam. Whenever you click the "Login with Steam button" it just takes you to whatever account you logged into last. And whatever you have purchased through Steam just shows up (so if you buy premium through steam and go play on that account on Mobile I don't think it would have premium).
(The bug may have been fixed idk. I just checked and it didn't load for my 2nd account. Or maybe I didn't replicate what I did before somehow)

Logging in with Steam isn't "reliable" way to restore it, but going to settings, risk account, restore purchases is
It'll also work across platforms, but there are limitations in place to prevent abuse / account selling etc
Final question now:
Can I have a second account that inherits/duplicates the premium.
