I have noticed some players place their capital then leave game without taking any turns, happening too many times to be bad WiFi. Concerned that another player is using a 2nd device to see the board and get an advantage but you can't apportion the player to another player- definitely suspicious. Is this a different cheat strategy?
Secondly sometimes a player just hits me from the start even though it's a bad move as likely to lose, appears to be just disruptive to weaken me. Occasionally have taken my capital and then they leave game straight after, am concerned its someone with 2 players in game but you can't apportion it to another player.
How does risk stop this type of cheating

That would be hard to detect. I think the best way to stop most if not all cheating is if they implement a auto matchmaking system.
You would be locked into the game before you know who you're matched with and would have to rely on luck to get two accounts in the same match.
I agree
This would stop collaboration not cheating. Theres plenty of other prevelant forms of cheating in the game. But yes I think this would solve many problems
