Has anyone else noticed occasionally that some players can attack one territory and not have to put a minimum 3 troops there and continue to use their full stack to attack other territories? (Like having to split to take a territory such as Savastopol in Europe Adv. )

It means they attacked with 1 troop, attacking with 1 means leaving 1, attacking with 2 means leaving 2, attacking with 3 (normally what you'd be used to) means leaving 3
