Can we please move the "Ready Up" to the lobby?

I swear the amount of times players join the game and it starts nearly instantly, only for half of them to not confirm they're ready.
Can't we do a ready up system similar to what most online games have; where players ready up before the host starts the game?
If players who don't ready up are going to be replaced with bots anyways, why not let that happen before the game starts?
