As a twist, Risk of Flooding is using language that is about rallying a city to a common cause to thwart the common threat, rather than beating each other up 😊. But mechanically, it is still Risk and all the same game mechanics apply.

Volunteers (troops) in a Neighborhood (territory) indicate favor to that City Councilor's (player’s) solution. Note, the actual solution is not important – let’s just say each solution is a different color and the best solution will win.

Map breakdown

Note, you cannot span any water except using the dashed lines or if they are joined by a pink line (functional bridges). Some bridges turn blue in smaller maps. This is a washed out bridge that cannot be used in that map version.

The large map has many Districts (continents) to fight over, including The Core, a highly accessible choke point of 3 Neighborhoods with a 6 Volunteer bonus. In this version, The Perimeter is more than just a shortcut around the map. It has 4 areas (like Neighborhoods) that will prevent fortifying through without holding and has a District bonus if you hold all 4. In total, Large has 11 Districts and 66 Neighborhoods, making it over 1.5x larger than the classic map.

In the medium map, the waters have taken over the outskirts. The Perimeter makes direct connections to different Districts, but two parts have been washed out! Neighborhoods are pooling resources, creating less areas to canvas. Medium is like the classic map with it’s 42 Neighborhoods. However, these are split among 7 Districts, giving the map a slightly larger total bonus opportunity versus classic.

By the time we get to the small map, the waters are ravaging the city. Aspects of the larger maps are still visible as greyed out areas that are now filled with water. The neighborhoods have consolidated as much as possible, and The Perimeter has been reduced to a couple of connections that managed to remain salvaged. Thankfully, the St. Vital Bridge which was damaged at the start of the flood has been repaired. Small shrinks down to 5 Districts and 30 Neighborhoods total. This is about 40% smaller than classic.

Map statistics

The continents are described as Name (X, Y of Z) where X = total territories, Y = territories that connect to other continents, and Z = total territories from other continents that can attack this continent).

The bonus = troop bonus for owning the whole continent. If there is an X or a ?, I will edit in the value later (I am still tinkering with it).

The territory's are then listed as Name (X) where X is the number of territories from other continents that can attack it.

I have put in the final bonuses. Small map cards and wildcard cards available on request 😉 Thanks for the nice compliments. It was a lot of work and tweaking the balances, but had lots of fun!
