I noticed on the wiki that the number of territories that can be frozen over in the game mode blizzards is less than the actual number of total territories, how can you tell if territory is frozenable? is it always the same territory on the same map (example siam in classic) or does it changed based on the position of other frozen territories?

Seems like I misunderstood the wiki, 39 out of 42 is the amount of territories you have after 3 blizzards.
