#How to deal with passive players? (in 3 player end game)

I'm sure we've all met the classic aussie/sa player that would like to turtle all day and eat popcorn for an easy win. I understand most balancing mechanics but Im still new at executing most of them. My usual attempt to thwart an extremely passive player (that plays after me in the line up) is to hit them hard while my "ally" grows and just hope that eventually the turtler makes the proper play and involves themselves in the game by breaking my "ally." The strategy is very flawed because most players dont even understand what I am doing and take offense toward my aggressive tactic, resulting in a suicide and a thrown game. There must be alterior options than this idea, it only wins maybe 20% of games for me at best. Thanks for your help!

On fixed it's worth "soft" card-blocking them (e.g 50 troops around their 1s)
They need to move their troops to the 1 to make an attack, you can hit those and reinforce if you wear it down enough, or pull back if you don't - you don't want to break the territory just weaken it so they're missing another card

In Progressive you want to card-block them fully, much larger troop numbers when they're at 3 or less cards (hoping they don't have a set on 3) - if they trade in and retaliate, try blocking in as they'll be at 1 card, if they don't they need to move troops out if they want cards - hit it or pull back

Card blocking is more effective in Progressive due to the increasing card trades, in fixed the goal is to weaken them gradually over time instead
