Has this had been addressed by anyone else. For me, since update the slider where you select number of armies to place or move, spins. Like an arrow is being held down. I can slow it down, or change the direction (ascending or descending) of the spin but it will not stop til I hit enter. Pretty game breaking for me.

Have you tried disconnecting all external devices - and connecting them 1 at a time while in a single player (no turn timer) game?
If it's happening with nothing connected it'd be a bug, previously we've seen it pop up due to anything from steering wheel, pedals, Xbox controllers etc.
