It depends. TR is closer to poker as it relies on luck exclusively unless you know the pattern which is almost impossible. I liken BB more to chess because it’s more strategic although that doesn’t mean dumb luck isn’t a factor, just less of one. All in all I can’t give a definitive answer as the elements of strategy and luck are always present in all cases. I would say in some ways it is comparable to chess, and others to poker. Not definitively one way or the other, in most cases.
There’s elements of both,
Risk is a turn based strategy, based on positions, and probability.
Chess is a turn based strategy based on positions.
Poker is a turn based strategy based on probability.
Poker has the added similarity to Risk that games can be played as 1v1 or different numbers of FFA. And the similarity that as players in FFA get eliminated, the number of players in the game reduces until it’s an endgame 1v1.
Connections with chess are generally drawn because it’s a well known turn based strategy, rather than because it’s the most similar turn based strategy to Risk.
There are many other far closer games, that involve other core aspects, like deploying, attacking and fortifying troops, gaining troops each turn from bonuses, rolling dice, getting bonus cards etc.
I think the Voice chat aspect makes it more like Poker now, with vocal cues being the read of a player. I think the chess positioning and utilization of troops like bishops or knights setting up a block or three way defense/ attack lines is similar. I think I would like to learn more about the game "GO" as it has what looks to be some very strategic and mathematical calculations to win. But Risk is the way lol.

At least that’s FFA, and it’s possible to die before the end of the game.
Also has the element that you can do more than your opponents if you’re faster.

Honestly I feel like comparing risk to chess is an insult to chess, there is waaaaaay to much luck based gameplay in risk no matter which gamemode you play for it to ever be fairly related to chess
