#Progressive vs Fixed

Fixed, as they're much more dynamic. In progressive cards until the stage of the game when it becomes worth to take someone out, you're just basically capturing one territory per turn and that's it if you don't go for continents, so it becomes really repetitive and stale while in fixed cards you have more options to do and the beginnings of the game could be really different each time.
But of course if in a fixed card game everyone just turtles and doesn't do anything for the eternity, then you start to wish you would have rather played progressive with those players.
I think when it comes to Risk, most of people do not really care that much about mechanics or calculations, they like it more for psychology, diplomacy reasons. And that might explain why fixed cards are so much more popular than progressive ones. And why 1v1's, which are the most technical Risk, don't really get much recognition at all.
My favorite are 4 player fixed card games with decent people from Discord who know some advanced stuff, who try to avoid making the games to stalemate and who don't purposely suicide.
I prefer Fixed for one simple reason, relying more on skill and less on luck. I already hate relying on cards in fixed, but in prog that is multiplied ten fold
I also prefer Fixed since its more challenging for players and in progressive you get more and more troops but in fixed its more balanced.
I agree, Progressive is alright, but Fixed involves more diplomacy, this can be both an advantage and disadvantage, it is good because, if you play the game properly, you can get full control by manipulating beginners, but at the same time, beginners can just suicide and there is nothing you can do
I think it really depends on game-mode & settings, otherwise it's pretty biased from your own experiences
For example in capital conquest,
-> fixed cards make it not worth eliminating players (and attacking capitals in fixed is difficult) - that said, continents are a bigger valuation in fixed, which makes expanding and securing much more crucial (a little like WD fixed)
-> progressive cards make eliminations important, especially for getting an edge over other opponents - however getting bonuses early on give you an extra edge over opponents (making you less likely to be a target as well as encouraging you to go for an elimination) - because of the defensive bonus provided by capitals it's not so much a domino effect for eliminations unless everyone is not defending capitals, so you don't have to be so reliant on whether you get a card set or not, and the value on cards is progressively increasing, so any set is a good set - unlike with fixed, where you are relying on the card gods being nice
