What are RP points? How do I know if I can use them?

RP points are obtained by making purchases on the website

You were already pointed in the right direction — RP is earned with every purchase in the Westland Hub.
You can then use it to exchange for unique items and other rewards 🙂

So why is he giving me this option?

Does it mean it shows me this even though I've never bought anything on the site? I didn't try to purchase it, but it shows it anyway.

In order to store the rp you earn on purchases,you need to "log in" the website

Yes, that’s totally normal for it to show up 🙂
If you don’t have enough points, you just won’t be able to complete the purchase.
