Im level 85 unlocked T5 zones. How do bandit raids decide what tier enemies to use vs what tier map to give?

Stash map tier is based on highest region unlocked, in your case tier 5. As far as raiders strength, every time you successfully eliminate all raiders the next raid will be stronger. The trick to make them weaker is to let a raider leave each time, just make sure you kill the bandit with the map.

Im getting t4 maps

Maybe you need to start the quest chain in dw for the game to change your stash map tier

If you've already been active in east then not sure why you aren't getting tier 5 maps

Your player lvl may influence it as well
