more deputies in big bases or new "raid coordinator" role

There are big alliances with 14 or even more members but they still need to rely on 2 people speaking about raids. Give us option to have more deputies depending on HQ lvl or create new role (e.g. raid coordinator) who can trigger the raids as well. Let leader decide how many people are allowed to trigger the raids.
