I have the bait for lynx but am not able to create any other, e.g. for wolves.
How do you unlock other baits type please?

It has been a long time since I’ve done it, but I think you have to lure the lynx first and bring it home to adapt. When done, take the animal to Naturalist camp, give the animal to Vernon - note that animal you lured is not at its maximum level, so you might want to max it out prior turning it in - and he will unlock all other T1 baits.
Unlocking T2 baits takes several animals to be given to Vernon. Note that animals with levels not maxed out, give less spirit points, that are needed to unlock next tier baits.

To unlock the new bait and first complete the lynx Bait T2, and give the animal to Vernon to complete the small part of Vernon's storyline. Upon finishing it, Vernon will grant access to all animal baits at T1 except the alligator Bait.
