I have a bounty quest currently active and trying to find the map pieces. However, when I opened the chests, there was no map pieces. In either chest. Is this a bug or a new “feature” of the hard quest??

You probably have several quests going on at the same time right
Bodies are preprogrammed to automatically give map pieces for a specific bounty mission
When you read the map, all map pieces for that mission disappear, regardless of whether or not you have acquired them
This includes ones on bodies you have not opened yet
So this can result in finding bodies with no map pieces to another mission, if you read a map to a different mission while in the same location

I only had 1 bounty mission in progress at the time. The other was a west star. Does that still cause this issue? If so is it rec to only accept 1 mission at any time for bounty quests?

Positive. I ended up just buying the map in town after it happened again the second time.
