I seem to be stuck on bait two - I have turned in gray and buffalo wolves - nearly 20 - up to tier 2. When I turn the wolf in, I get points - but the woman naturalist has a big question mark - but when I go to her, she has no dialogue.
How do I move on to the next level? What am I missing?

I’m not sure - I thought I had - but now I’m not sure. It won’t let me get on the row boat.
The info on the quest says Guardian quest is not finished.
