Shootout Spot don't appear anymore after i finished Horse Stable. I'm level 57 and I still haven't finished the chapter 3 quest yet. Pls tell me why/

Its a bug, and i stop playing the account where i never had any random events. I notice that was my old account. But when i created new, random events appear now and storyline is smooth, i even have the well problem quest in silverton So if its not too late to start again do so.
