They should simply put players on CB if 10 different clubs with certain reputations reports them as cheats. Quite frankly it would resolve a lot of issue. Consider reports from level 16 and above so that bad connections won't get on CB plain and simple

This is what I'm guessing about how the hackers are still alive:
They use hacks -> They get reported -> GL suspends their account permanently -> They send complain through Customer Care and claims that they didn't use hack -> GL responds them and verifies that that hackers used hack, scolds them to not use hacks but reduces their ban to 7days and tell them to never use hack again-> after 7days hacker is free and using hacks again
Players can send complaint to CC in case GL accidently ban innocent players.
I think the hackers who didn't send complaint back gets their account deleted

Are there any plans to fix the issues with bad connection? Right now it's such a disadvantage to have a good connection... I had a bad connection once, which meant I could just race without being knocked down by cars just popping out of nowhere for a second, without coming to a sudden stop because the car in front of you temporary lost connection, and without being distracted by the same car passing you several times a second or being in 3 places at the same time right in front of you

the opponents shown in your screen is a reconstructed image calculated by your phone with the position data sent by GL. When your phone is not getting the data very well, the opponents acts like a AI trying to impede your race
so it's not a tracking hack, it's bad server thing

Opponent has slow connection, so their data about their location on track is limited. Server uses what it has, predicts what would happen and send the prediction to your devices. Your devices use that server's data, reconstruct the opponents that then affects your car
