I have a GS but I can’t use it because I haven’t hit Gold yet but every time I get towards the top of Silver I end up playing against demoted players who are driving Gold cars. I lose points against the better cars and am currently stuck in Silver. I usually was competing for a top three spot in the old MP in Silver and Gold so it’s not like I’m a brand new driver.

The problem with the old MP was that many players were starting to question what the point was in continuing to pursue new cars. I know I did. Good garages have gotten too good for rush; beyond a point if MP is rush, there is no value in continued pursuit of a better garage.
With classic MP you need to have the best. And a few sidekicks that are close to the best.
Cars like SC-18. What on earth is the point of spending on that when you have a max Genty, Aperta, BC, J, 570s, 918, Vanda, VLF, etc.... when the only place you can use it is rush MP

That's no longer the case.

This sounds like an argument for changing the rewards system (as they have done), not the rating system.
The Classic rating system discourages people from using new cars that aren’t fully starred up. One problem with this is it is not consistent with Grand Prix—with Classic, there is a huge deterrent against using a car won in Grand Prix that isn’t fully starred up, which is almost always the case for anyone who wins one.
