I think it would be nice to have some implementation of pvp before level 70. I don’t know about the logistics from a developer standpoint point but from a game stand point it would provide unlimited replay ability, friend interaction and would start to give an idea of pvp balance without any impactful rewards or leaderboards on the line.

I think 13 count formations for pvp would be cool too
