This is impossible to change at the moment as it is due to how the games textures work. It's not a conscious decision, this is original artwork being piped into the game.
Back when the game was made originally, resolutions weren't so large, so units that typically shoot fire (See that firebreather there...) have no pixels, because they shoot huge volumes of fire. On your iPod in 2012 you wouldn't notice this.
Meanwhile modern devices have stupendous resolutions. So when we display older artwork, it looks blurrier, and has issues. They have used AI Upscaling on some things to try to alleviate this...
While we have no idea when it will happen, the developers are working on new Art Assets, they've just yet to put any of it in the game.

flamethrower turret, salamander, and raider firebreather (last two are also in that image) also face the same issue
