I think the Weapon Factory should be change too cost 2000 iron and 2000 Concrete and Heavy Gunner should cost 1,000 :EMPIron: and Flame Trooper cost 1,200 :EMPIron: and 200 :EMPOil: Bazooka Squad cost 2,000 :EMPIron: instead of all Nanopods. Maybe change the RPG Trooper cost non :EMPNanopod: also, but not too sure yet.

Considering none of the units in the facility are good and they both cost nanopods and require the facility this is a good change

Would players who own these units already (except for the 2 free flame troopers) be reimbursed?

that's probably the only way they would do this, if they couldn't then this change would never go through

Why do you need to be reimbursed? You would’ve had to go completely out of your way to purchase these units for your collection. Not a single person forced you to buy the weapon factory nor the units. That was your own free will.

Its not the same as a hypothetical scenario of the devs refunding anyone who bought the LSW because the devs decided they would drastically change the performance.

Games like wh40k tacticus rework characters all the time. Whenever they completely rework a character to the point where it’s very different, they gift all players with it a reset stone so all the resources they invested in it get reimbursed. That is the only time I think reimbursements make sense.

Reimbursements only make sense when the devs take something away from the player.

“Haha I bought henvy gunner for funsies” doesn’t warrant a reimbursement just because it suddenly became non-nano since nothing was taken away from the player

This feels needlessly combative. You're not wrong, Trypticon, but I feel like you're approaching this a bit unfairly or with some kind of assumption.

Some players (like myself), aren't too concerned with units' overall performance or for their total viability. This was more-so a "would it be fair/in the plans for developers to refund the premium, purchased resource that was spent to acquire these things once they become free to play units?"

I think it's totally reasonable to ask for - or to entertain - the idea of players being refunded for money they've spent, should the thing they purchased be obtainable without money.
