The permit office is unable to be finished, and I cannot upgrade anything-upgrading does not take the resources nor starts the timer

There is a way i am at 195 pop.
If you click it fast and then click the upgrade buton and upgrade the building your pop will go up only thing at level 3 you need to pay nanos
