#Losing With 10 VPs?

I’ve played multiple games now where I’ve either lost despite having 10 VPs or I’ve just not won even with 10 VPs until I get a few more… Can anyone explain this?

This is when playing the base game with 3-4 people, to be clear, and also getting to 10 points on my turn.
