I’m sure this has already been discussed but I couldn’t find it in the search. I saw a Reddit post a while ago that said they emailed the developers and they said: Platinum was top 25-6% of players, Diamond was top 5% of players, Grand Master was 1%….
Is this true or is it something else entirely?

The fact that rank is dependent on being in top <X> % is true since I remember the ELO threshold for grandmaster change couple of times. GM is probably 1% just as you wrote, but I'm not sure as to to exact % number for other ranks.
