I think they need to revise the text on the website and be more verbose on payment status.
Generally it's within an hour, unless there's a backlog of automated activations, or your payment fails to capture.
Do you have anything in the "My PCs" section on your account page?
Then your payment failed to capture. Uncaptured payments are returned by Stripe within 5-7 business days. Could be AVS failure, could be anything. Shadow support can give you more information in #support-ticket when they return on Monday/Tuesday, but until then rest assured you will get your money back.
