The device is the Shadow Mobile app as I do not own a PC.
I can only use wifi.
It happens across multiple games, and apps such as discord, or even in the browser.
Portland Data Center.

Ah I see.. So can't even see shadow stats as those aren't on mobile apps..
So with that I will just take a stab in the dark and say it's the wifi connection.
Try lower the bandwidth/bitrate setting to see if helps.
my bitrate setting on the app was at 15 to start

also my wifi tests high too. Download is 375mbps, upload is 57.5mbps
bitrate adjustment did nothing

Also if you use closer to the router, does it improve?

Although 9ms and 8ms jitter to the same datacentre you're at doesn't seem good lol
Jitter spikes into the hundreds on the second one.. Yeah no wonder there's packet loss, reboot router to see if helps. If not, I have no idea.
