i have a ethernet cord and checked my internet everything is fine
any type of video makes my latency skyrocket please fix it

hmm-thats extra weird. since your on ethernet and currently shadow says all servers are good. do you have lots of people on your internet at the moment?
sometimes a windows update or a game updating can also casue crazy temporary spikes

crazy. well according to your screenshot shadow says its something on your end. so someone is doing something where you live or on your network. --you can use pingplotter to help you locate the potential problem, i also suggest checking out your router page to see if someone is accessing your internet without your knowledge. if none of those work out for you i suggest checking to make sure windows isnt downloading a ninja update on your local machine. if none of that helps you out then i suggest submitting a support ticket through your shadow account.
