For once, someone's network looks good. With those FPS issues, how high is the game FPS, what's the refresh rate of your monitor, and what's your decoder FPS in the quick menu?
The game fps is stable 60 fps. The monitor refresh rate are 60. My decoder in shadow is default
The launcher fps are dropping 57/60/57/58/60 in game fps are great but everytime when the fps in the launcher drop then i have a stutter
How high is the in-game max? Locked or does it spike up to 100+

Have you tried using the FFmpeg decoder instead of the default one? On my budget laptop and computers with lower specs this should work better since FFmpeg is software based decoding which relies on CPU instead of GPU.
FYI, on my laptop I also have stuttering issues since the decoder generates some latency in which the local GPU cant keep up with game and stream FPS.
So when I switch to FFmpeg it works much better.
I have test the ffmpeg decoder but same issue.
I have now turn on ipv6 on my local and its not gone but much better
