I found out whats causing thew major of the Shadow issues it's IPV6 on shadows Provider Disabling IPv6 completely in Windows to IPV6 Link Local Only actully makes internet load correctly so for now shadow put a policy in place that disable IPv6 and unchecks the Protcalbox in Windows Clasic Control Panel internet at this time is normal i have to test in afternoon and more days put seem so much better once i unchecked IPV6

shadow is kind of it's own provider using OVH, disabling IPv6 is not an option as it will create more issues for users connecting using IPv6 or only having IPv6 connectivity
