#Noticeable stutters - need Vsync on for games to even run properly

I need help guys. Support has been basically useless with helping with this issue. I've always read that Vsync is a big no no for Shadow since they already have their own technology. But for some reason, I need Vsync on for all of my games, otherwise I get very bad stuttering. I've done all I could think of. Using RivaTuner, Nvidia profile inspector to limit frame rate to 60. Matching display to local display (1080p, 60hz). I'm wondering if I messed up a setting somewhere, because I don't know what else to do to alleviate this issue. Also, I have good internet speeds, 400 down, 35 up. If any of you guys can help me figure it out I would greatly appreciate it.

I am also using an LG OLED TV for the display if that matters.

tried turning on DLSS and vsync, neither of which helped

Vsync is just discouraged as it has a toll on performance/input lag and already done in shadow stack but if it helps, no issue with it

Stuttering/poor frame pacing is hard to diagnose, it could be anything.... From bad config, network, bandwidth, poor decoding performance, local/shadow overloaded...
