I keep getting this along with a VAT error every time I attempt to order a Shadow PC. Is this because it doesn't recognize my Puerto Rico address or is it something else? I connected just fine to a US datacenter for a speedtest so there should not have been any issues.

Puerto Rico would be an unsupported region and therefore why it won't work.
