Shadow is hosted in datacenters. A lot of anti VPN/proxy services automatically flag datacenter IPs as being a proxy or VPN even if they’re for something like Shadow. Only thing you can do is get the server admin to whitelist Shadow’s IP ranges.

FiveM is mainly private servers. Those usually run old VPN IP lists to block.

You have to ask each blocking server to allow Shadow IP addresses.
