There is no option to turn it on in the launcher as it tells me. One time, I clicked "Uninstall drivers" then "repair" and it fixed it. This hasn't worked since. I have also tried task ending shadow and "shadowusb", no dice.

Im having this exact same problem; it appears as installed in the settings menu when you go to install/repair/uninstall the drivers. However, when you go to the actual Shadow menu once it has started it reads:
"USB Forwarding is disabled. Go back to the Launcher's settings to enable it."
But there is no option to do this, because the drivers have already been installed. Repairing does not work and uninstalling/reinstalling doesn't seem to work either. For me personally, I recently reset my entire PC so working from scratch almost so Im not sure it's an issue with my local PC.
It shows no devices to forward, because it won't show anything but the text above in the first place.

You’re using official version right?
Also your PC is x64 bits and not x32 bits?
